Joe Peré, Chair, is a Principal with INTERA Incorporated and their Technical Director of Air Quality. In this role, he serves as the organization’s corporate technical authority for air quality engineering and sciences. He also serves as Director of INTERA’s Air Quality Services Division, specializing in air quality permitting and compliance, climate change, sustainability, and environmental justice issues. He began his career in the oil and gas industry where he served in engineering and business operations roles in support of well testing, hydrocarbon analysis, production and reservoir engineering. He transitioned into environmental consulting, where he has been specializing in air quality and regulatory compliance issues for the oil and gas, high tech, manufacturing, chemical, agriculture, and pharmaceutical sectors. Mr. Peré supports his clients in complying with federal and state air quality rules, for which he has analyzed numerous processes and facilities to evaluate the effects of and strategies for complying with environmental regulations. Mr. Peré’s technical services have included performing and leading teams in air quality permitting, greenhouse gas inventories and reporting, interpretation of emerging rules at the state and federal level, regulatory compliance audits, and due diligence as it related to mergers, acquisitions, and divestitures. His commercial role within the air practice has afforded him the opportunity to gain invaluable knowledge of how rulemaking is made at the state and federal levels, and how it affects a variety of industries’ operations. He has also served in a capacity of developing new service offerings and project types to assist clients in achieving their compliance goals and mitigating their risk. In addition, Mr. Peré has worked with in-house and external counsel for oil and gas companies on rule interpretation and standard operating procedures development for companies to internally adapt to new and upcoming rulemaking.


Bobby M. Salehi, Vice Chair, is an associate attorney at Graves, Dougherty, Hearon, & Moody where his environmental and utility practice covers an array of water, wastewater, districts, and enforcement matters representing developers, municipalities, and districts in front of various state regulatory bodies including the Texas Commission on Environmental Quality (TCEQ), the Public Utility Commission of Texas (PUC), and the State Office of Administrative Hearings (SOAH).  Prior to his current role, Bobby spent nearly five years at the TCEQ as an attorney in the Environmental Law Division where he primarily practiced in the realm of water law. There, he was lead counsel on many wastewater permitting matters as well as all things water districts.

Bobby attended Texas A&M University where he earned a Bachelor of Science Degree in Psychology, followed by obtaining his Doctor of Jurisprudence and Graduate Diploma in Comparative Law from the Paul M. Hebert Law Center at Louisiana State University in Baton Rouge.


Natasha Martin, Treasurer, is a graduate of the Florida State University College of Law and from Texas A&M University (BS) and a past Chapter Vice Chair.  Prior to law school, Natasha worked at the TCEQ in the Air Permits Division.  She is a partner at the law firm of Graves, Dougherty, Hearon, & Moody focusing on Administrative and Regulatory litigation in the areas of environmental and utility law.


Douglas Wolf, Secretary, is the Air Quality Director for Groundwater & Environmental Services (GES), a nationwide environmental consulting firm with over 25 offices. Mr. Wolf serves as GES’s in-house air quality service area expert and provides support and resource guidance to over 100 Project and Program Managers. He has over 40 years of air quality permitting, compliance and project management consulting experience. Mr. Wolf received his B.S. in Environmental Engineering from Cal Poly State University, San Luis Obispo, California. He started his career at EPA Region IX and the BAAQMD where he became involved with the stewarding the first nationwide regulations for the semi-conductor industry and solid waste landfills. He later worked on early regulatory development of their New Source Review program. Highlights of his consultancy career includes permit support of many initial Major Facility Review Permits and industrial new/modified source permits. Mr. Wolf received accreditation from CARB as a Lead Greenhouse Gas Verifier in 2010 and has taught several classes at State Universities on Climate Change. He has held committee chair positions including Student Program, Treasurer, Vice Chair and Chair for the AWMA Golden West Section.

Lecelle Clarke, Membership Chair, is a graduate of Vanderbilt Law School and focuses her practice at McGinnis Lochridge on environmental law (air, water, and waste) and litigation on behalf of private industry clients. She also represents local government entities in a general counsel capacity, and electric and water utilities concerning diverse administrative and regulatory matters.
