Bobby M. Salehi, Chair, is an associate attorney at Graves, Dougherty, Hearon, & Moody where his environmental and utility practice covers an array of water, wastewater, districts, and enforcement matters representing developers, municipalities, and districts in front of various state regulatory bodies including the Texas Commission on Environmental Quality (TCEQ), the Public Utility Commission of Texas (PUC), and the State Office of Administrative Hearings (SOAH). Prior to his current role, Bobby spent nearly five years at the TCEQ as an attorney in the Environmental Law Division where he primarily practiced in the realm of water law. There, he was lead counsel on many wastewater permitting matters as well as all things water districts.
Bobby attended Texas A&M University where he earned a Bachelor of Science Degree in Psychology, followed by obtaining his Doctor of Jurisprudence and Graduate Diploma in Comparative Law from the Paul M. Hebert Law Center at Louisiana State University in Baton Rouge.
Lecelle Clarke, Vice-Chair & Secretary, is a graduate of Vanderbilt Law School and focuses her practice at McGinnis Lochridge on environmental law (air, water, and waste) and litigation on behalf of private industry clients. She also represents local government entities in a general counsel capacity, and electric and water utilities concerning diverse administrative and regulatory matters.
Douglas Wolf, Treasurer, is the Air Quality Director for Groundwater & Environmental Services (GES), a nationwide environmental consulting firm with over 25 offices. Mr. Wolf serves as GES’s in-house air quality service area expert and provides support and resource guidance to over 100 Project and Program Managers. He has over 40 years of air quality permitting, compliance and project management consulting experience. Mr. Wolf received his B.S. in Environmental Engineering from Cal Poly State University, San Luis Obispo, California. He started his career at EPA Region IX and the BAAQMD where he became involved with the stewarding the first nationwide regulations for the semi-conductor industry and solid waste landfills. He later worked on early regulatory development of their New Source Review program. Highlights of his consultancy career includes permit support of many initial Major Facility Review Permits and industrial new/modified source permits. Mr. Wolf received accreditation from CARB as a Lead Greenhouse Gas Verifier in 2010 and has taught several classes at State Universities on Climate Change. He has held committee chair positions including Student Program, Treasurer, Vice Chair and Chair for the AWMA Golden West Section.
